HMRC Winding-Up Petitions

The following list is of the winding-up petitions presented by HM Revenue and Customs (HMRC) and its predecessors, the Internal Revenue (IR) who were responsible for the collection of direct taxation such as income tax (PAYE) and National Insurance contributions, and HM Customs and Excise (C&E) who were responsible for the collection of indirect taxation such as VAT.  They merged to form HMRC in April 2005.

The list does not take note of the outcome of the presentation of the petitions.  This might either be a withdrawal of the petition, i.e. the club settled the tax debt before the upcoming court appearance, or the club seeking protection from its creditor by going into Administration.  Nor, by definition, does the list include the cases where a club preemptively went into Administration to ‘beat the Tax Man to it’.  A fuller picture can thus be obtained by cross-relating the data to the list of insolvency events.

Included in the list are both English and Welsh clubs, some of the latter being clubs which have or do play in English leagues.  Clubs which were in the top 92 at the time of HMRC presenting the petition are listed in bold and ‘repeat offences’ are italicised.
